This standard applies to all construction work undertaken by or on behalf of Network Rail and provides a framework for recording arrangements made during the planning and management of construction work and specifies the content, order and minimum information headings for:

a) Construction Phase Plans (CPP);

b) Work Package Plans (WPP); and

c) Task Briefing Sheets (TBS).

What’s Changed?

This standard has changed to reflect the Construction (Design and Management) Regulations 2015. The whole standard has also been revised to improve clarity of technical content, role responsibilities and accountabilities.

• The following are some of the key changes:Re-defined its scope, and now explicitly applies to all construction work, and helps comply with     CDM  2015;
• Provides clearer guidance on significant risk;
• Mandated significant risk WPP’s are submitted 21 consecutive days in advance of the work commencing or otherwise agreed in advance;
• Reviewed and revised the CPP, WPP and TBS templates;
• Provided a structure for significant risk WPP’s to be identified and scheduled early on in the planning process;
• Mandates that TBS’s are provided a shift in advance of the work;Network Rail have also developed new templates for CPPs, WPPs and TBS.

What to do next

Review the new template documents and ensure that your internal templates match the new headings as a minimum.

Ensure all CPPs, WPPs and TBS documents produced meet with the new standard.
